Improvement Research On Valuation Process In Dalian Customs

With the rapid development of foreign trade in China, the society needs customs to increase the clearance efficiency. As an important part of clearance operation process, Customs valuation plays a prominent role in tariff collection. Meanwhile the efficiency of customs valuation became lower and lower because of its sensitivity and complexity. As a result, Dalian customs puts forward to resolve the clearance bottle-neck problem, increase total valuation efficiency definitely.The thesis starts with the problem of customs valuation efficiency, describe and analyze Dalian customs valuation process, find and conclude the problems on operation process, information system and organize construction. With the aim to increase valuation efficiency and strengthen anti-fraud ability, according to the procedures of Business Process Reengineering, throughout considering the situation of Dalian customs valuation, redesign the present operation process, information system and organize construction on the basic of crucial procedure. By establishing the information oriental valuation process to integrate information and functions as well as procedures, make bridges among various function departments. By merging risk management into valuation process, reduce the risk and works of customs on spot. By integrating anti-fraud functions and process, combating commercial frauds and ensuring customs tariff. With the improvement of operation procedure, organize construction and information system should change accordingly in the future. At last, the improvement of operation procedures can resolve the problem of customs valuation effectively through the experiments of customs on spot.The innovation and contribution of this thesis is analyzing customs valuation process comprehensive, and will be a practice guidance of Dalian customs to improve valuation process. Meanwhile the thesis will be a useful reference of BPR research on others customs operation domains.
