Since the 1980s, along with the global wave of tax reform, "management is the core issue of tax reform, rather than ancillary issue" has become a consensus for revenue management practice and theoretical study. As an important part of tax management, the revenue sources management plays an increasingly important role in the work of tax collection and management. So the following works have become the important management responsibility of tax department under the current situation: how to find out the real tax sources, explore and exploit the potential tax sources, convert tax sources into revenue, and reduce the loss of national revenue as much as possible by using scientific management methods and principles of generation, changing and development for tax sources.In this paper, we study national tax sources of Tianchang city based on theoretic analysis for tax sources by adopting qualitative and quantitative analysis methods, to manage the sources of tax revenue is based on theoretical analysis, comprehensive use of adopts the combined methods of quantitative analysis and qualitative analysis synthetically. First of all, we analyze the present status and practices of tax sources management, and research the problems and their reasons for tax sources management. Then, we use domestic and foreign successful practices and experiences for reference. Finally, some relevant suggestions of tax sources management policy are proposed to further reinforce tax sources management in the case of new management mechanism for revenue sources. We hope that this work can give us a certain degree of inspiration for improving the quality and efficiency of tax collection and management, and reducing tax costs and risks.
