Research On Technological Innovation Talents Construction Of Enshi Autonomous Prefecture

Technological innovation is the core engine to promote the rapid development of productive forces, and is the roll booster to promote the economic development. In the modern and latter history ,it shows that the economic growth of a country was primarily driven by technological innovation as which has reached a certain level of economic development, Also the modern economics generally agreed that: the upgrading of national competitiveness depends largely on regional competitiveness, and competitive advantages of the regional competitiveness are derived from the capability of scientific and technological innovation .The upgrading of capability of scientific and technological innovation is an effective way to create and maintain the advantage of the regional competitive .To the underdeveloped areas, which need to dependent on scientific and technological innovation. The undeveloped regions make full use of the advantage and the scientific and technological innovation is the only way to achieve the optimization and upgrading of industrial structure, economic growth, social and sustainable development.In the 21st century, with the accelerating process of economic globalization, the rapid development of science and technology, other countries and regions comprehensive competition is stronger and stronger ,these all focus to show the performance of human competition of technical and innovation. Human is the main body of innovation, human building is the core of technological innovation system; to construct a talent capability team is the top priority of building professionals.Enshi , as the youngest of China's ethnic minority autonomous prefecture, the current level of economic development lag behind the national average, although the three major industrial development has a certain basis, but is faced with many difficulties and challenges, the biggest constraint is the weakness of science and technology , Scientific and technological innovation is not strong, does not have the push or pull the three major driving force for industrial development, the key lies is the lack of an integrated and strong technological innovation. In the next few decades, if Enshi wants to have leap development in science and technology, it is necessary to implement the strategy of state talent, cultivate and foster a large number of technological innovation human team, to provide a powerful support for Enshi technological innovation construction.This paper have four major parts: First, the overview of the existing theories make a boundary for human resource and capability of scientific and technological innovation, and define the significant of this project for the Enshi development. Next, pointed out the technological innovation actuality of Enshi .Then, use "SWOT" thesis to make a full analysis of the present system from human quantity,human constructer,foster environment. Finally, learn from domestic and foreign scientific and technological innovation personnel training mode, the combination of Enshi Autonomous Prefecture of its own, in a large amount of data and analysis based on the Enshi Autonomous Prefecture of building a technological innovation system.This paper try to have a amalgamation of theory and practice, with the field investigations and studies, inspection, collation, analysis of important documents, use of economics and management science principles, and impose a variety of qualitative and quantitative methods to do the research of Enshi technological innovation building system, and this paper will have great practical significance for the future building.
