Fuzzy Comprehensive Assessment On The Safety Management About Hazardous Chemical Production Enterprise

As the chemicals output increased, production scale enlarged, and production and storage installations expanded, significant dangerous source continually increased. According to the survey, it showed that indirect cause of the accidents of approximately 85%～90% was ascribed to ill management, among the safety evaluation methods currently used in common, not only qualitative assessment methods, but also quantitative, almost all of the assessment methods directed at the state of insecurity of the "objects" to assess, the proportion of safety management assessment accounted was pretty small. Aimed at the current status of "objects" superior to "management" existed in the process of safety assessment on hazardous chemicals, it has great practical importance to study the safety management assessment of hazardous chemicals production enterprise.Firstly, the chief characteristics of production process of hazardous chemicals were analyzed, problems existed in the current safety management assessment on hazardous chemicals were detailedly analyzed. The basic principles of building safety management assessment index system, the choice principles and general process of assessment methods on hazardous chemicals producation enterprise were introduced, the method of comprehensive assessment on safety management of hazardous chemicals enterprise in analytical hierarchy process and fuzzy comprehensive evaluation was ascertained.Secondly, the principle and process of establishing safety management assessment index system of hazardous chemicals were introduced, safety assessment index system was ascertained by analysis and filtration, four criterion levels of preson, substances and devise, environment and comprehensive management, twenty-three second-level indexes included degree of education(C₁), awareness of safety production (C₂), safety psychology (C₃), and fourty-eight third-level indexes included cultural level(D₁), professional knowledge level(D₂), safety knowledge level(D₃) were obtained.Thirdly, the process of determining weights and specific approach of first-level and multi-level fuzzy comprehensive assessment were analyzed. In view of discussion and mark by several experts, weights of target and criterion level indexes were calculated, and it is satisfaction of randomicity and consistency. Weights of all levels indexes were determined by AHP, safety management of certain factory was evaluated by fuzzy comprehensive judgement, the results indicated that safety management grade of this factory was "good", then technical measures of safety management were put forward. The advantage and disadvantage of fuzzy comprehensive assessment method and applicability on safety management assessment of hazardous chemical producation enterprise were analyzed by examples.
