Research On The University's Management System Of Intellectual Property Rights In Our Country

In the knowledge-economy era, the competition between countries is the competition between the intellectual property rights in the final analysis, and there is the advantage in the status of international competition will be in the country with higher value and more quantity about intellectual property right. Therefore, the intellectual property rights are more and more taken seriously at now. With the further advance on institution of intellectual property rights in the fields of national economy, social development and technical progress, the management of intellectual property rights has became the fundamental factor to promote the development of knowledge-economy. The superiorities of university such as subjects, human resources, information, and academic environment, which determines the importance of intellectual property rights in university's development. However, the study on university's management work of intellectual property rights in our country is still a starting task at present, generally, the ability of university utilizing institution of intellectual property rights is weak, and the managerial measure, managerial responsibility does not reach the designated position. Regarding this, we should study the new situation and problems earnestly, and settle the corresponding management system of intellectual property rights to adapt to the new circumstances, which regards as the safeguard for university's knowledge management and technological innovation.Facing this situation, firstly, this article analyzes university's background and meaning of the management of intellectual property rights and then makes an intensive study of the connotation of intellectual property rights and related theory, utilizing the consultative material and investigation to analyze the existing education, establishment of managerial organization, and institution of intellectual property rights in universities. Through analyzing some data that could reflect the achievement of intellectual property rights really , we can pointed out the problems of management system of intellectual property rights at present in our country's university, and we can study deeply on the basis. Afterward, basing on the study on problems of university management system of intellectual property rights in our country and the reference on experience of management of intellectual property rights in the university of overseas, I attempt to propose own ideas about to constructive method of university management system of intellectual property rights in our country. This article makes a breakthrough on the conventional ideas about management system only including management institution and organization, according to the character and actual situation of university, I integrate personnel training and curriculum of intellectual property rights in university to the management system of intellectual property rights. I also propose some constructive opinions and suggestion to reply some certain links, and then verify the scientific and usable nature of management system through the designed evaluation system of managerial level of intellectual property rights in university. Finally, I suggest several items to consummate university management system of intellectual property rights in this article.
