Study On The Certification Scheme Of Freight Special Investigation In Jiangsu Province

With the sustained and rapid development of highway infrastructure, the constant deepening of market economic mechanism reform, the expanding of road traffic services, and the profound changes of transport structure and organizations mode, the existing traffic statistics mechanism has not to adapt to the needs of national economy and industry management. In order to build the national highway traffic volume base, solve the problem of transportation volume infidelity, and dispose weak links in transport statistics, Ministry of Communication decided to conduct special investigation of highway and waterway transport around the country.In view of the importance of survey data quality in transportation statistics, data quality is the chief criterion for judging the work of special investigation. Therefore freight transport scheme of special investigation put forward data verification using data from toll-by-weight database and overload disposal data.Based on the above background, from the perception of practical application, the paper studied data verification scheme of freight special investigation in Jiangsu Province. Firstly, the paper analyzed the causes of special investigation, and put forward the necessity of special investigation. Secondly, the paper analyzed the content and methods of freight special investigation in Jiangsu Province, and the reason and methods of data certification investigation. Then, in the light of characteristics of road toll-by-weight database and overload disposal, the paper researched data certification schemes respectively. Finally, the paper researched the disposal methods of certification results, put forward the statistical method of certification results, analyzed the causes of certification results, and put forward the method that evaluation of special investigation according to certification results.This paper considered the technical problems and their solutions from various aspects, and was designed to provide the consultation and inspiration for the coming data certification of freight special investigation.
