The talent market is an integral part of the market system as well as the main channel of allocation of human resources. Hohhot talent market, which was established in 1984 as the result of the Government's efforts and has gone through more than 20 years of exploration and practice, has become an indispensable element of socialist market economy in Hohhot, and provided a strong personnel security for the local economy. However, because of the impact of the traditional personnel management system, there exist many things, which do not conform to a market economy, and these factors impede and restrict the development of local talent market. With China's entering WTO, such problems emerged greatly.In this paper, a survey is conducted in order to figure out the problems existing in the management of the local talent market. A written questionnaire, which is designed under the theoretical basis of the roles of the Government in the economy market, is distributed to the job hunters in the market and the data of the questionnaire are analyzed. As the results of the survey analysis, problems in the management of Hohhot local talent market are summarized, and there are "Government-led" the development of the talent market, the direct operating and participating in market competition, too many administrative examinations and approvals; unreasonable staffing, outdated management system, various policies from different department; imperfect social security system, the lag laws and regulations, ineffective supervision, and slow development of talent market associations. These problems can be attributed to the offside, the dislocation and the absence of the management of the Government in Hohhot local talent market. In view of the current problems, re-make recommendations and countermeasures are proposed according to the economic theory of the role of government in the talent personnel job market as well as the findings of questionnaire survey, together with the author's working reality and some lessons from the experience of developed countries. |
