Natural monopoly is one of the basic problems in china economy. how to build the institutions of effective competition and regulations of the natural monopoly industries is becoming the focus. on the base of synthesizing the academia's discussion of the conceptions and reasons about the natural monopoly, this article sums up the analysis on the features and existing problem of the china natural monopoly industries.Aiming at the current issues of low-efficiency and competitive ability of natural monopolized industries .under the economic controlling system and base on the characteristics and development trend of these industries , Government should continuously enhance the social control and improve law and regulation system in order to set up dynamic policy-marking and modifying system .then the flexibility and suitability of relevant policies could be achieved to reinforce the positive competition and development.Partly on the reflection of the successful experience of foreign regulation reform ,partly ,in consideration of facts of regulate the natural monopoly industry ,this paper brings up some ideas that the deregulation and re-regulation should be in unison.
