As a mode of industry organizations which is intervenient between enterprise and market, industry cluster has an increasingly significant impact on the development of region economy. Since the end of the 1970s,some developed countries or districts such as Italy,America, Germany and France have emerged many "New Industrial District" one after another.Some of them,for example,the northeast Italy named "The Third Italy",the "Silicon Valley" in America, and etc,they all have formed their powerful competitive advantages of nations or districts and promoted the growth and innovation of economy greatly in these districts.Region brand is one of intangible assets shared by all of the relative enterprises in the area,which will benefit related firms,alter their anticipation,and then influence their tactics and conducts,which is the inevitable outcome produced by the growth of industry cluster.In Chenghai,the toy industry cluster has also shows its advantages to advance the development of economy in the district,and the position it has held becomes more and more important.Region brand which is formed by the cluster effect has already become the strong engine to boost the region economy growth of Chenghai.The paper analyzes the creation of region brand,the interactive mechanism between Chenghai's toy industry cluster and the creation of region brand and the open problems on the base of reviewing the relative basic theories of industry cluster and region band.In accordance with the guiding ideology to build Chenghai's toy region brand and upgrade the industrial competitiveness,the paper brings forward the conception of building the region brand based on Chenghai's toy industry cluster and offers the related strategies which are focused on the three aspects:industry cluster,local government and toy association.
