In November 14th of 2001, a new round multilateral trade negotiation was started, when the 4thministerial conference was held in Doha, the capital of Qatar. After the most serious terrorist attack"9.11"in United States, in the time of the slowness or even drop on economy among the world's major developed countries, at the case of the willingness to promote international trade for developing countries, a new round multilateral trade negotiation is sure to give power to the world economy.The negotiation includes 19 subjects. Among these issues, Agriculture and Non-Agricultural Products Market Access (NAMA) have remained the most sensitive areas whereby progress on these issues could contribute to Progress across the board. They are also of the greatest divergences among WTO members. On reviewing of the Doha Round negotiation and the basis of each country's present situation, this paper will analyze and elaborate the differences of key parties on each subject. Also, this paper pays more attention to the key issues, trying to figure out the real causes which lead to the failure of the negotiation. In this way, contributions could be made to the restart of the negotiation and the development of the trade system of the whole world. At last, this paper takes a glance into the future of the negotiation building on the basis of historical experiences and benefits of each country.
