In recent years, our country's safety production situation of construction industry is very severe. Every year, more than a thousand employees died because of the safety incident which happened suddenly, and it caused over ten billion yuan of direct economic losses. Especially the grave and enormous malignant safety incidents took place frequently in recent years, which had already arosed more and more attention of our government, people and international community. Exploring the reason, it was mainly because the level of safety emergency management in our construction production was a little low. As the important part of building the safety emergency management capability of construction project, the research on the evaluation of safety emergency management capability of construction projects has significant theory meanings and realistic meanings.At present there is not a perfect evaluation system of safety emergency management capability of construction projects in our country. In connection with which, the preliminary research is tried to probe Particle Swarm Optimization and Artificial Neural Network into the application in the respect of evaluating safety emergency management capability of construction projects, which provides a new thinking of the evaluation of safety emergency management capability of construction projects.First of all, the paper summarized the domestic and foreign correlative research results of the evaluation of emergency management capability, analyzed the characteristics of safety production of construction projects, the types of safety incidents and relevant content of safety emergency management, and focused on the study of the request and the influence factors of safety emergency management capability of construction projects, in order to lay a solid theoretical foundation for building the evaluation index system of safety emergency management capability of construction projects. Secondly, the author carried on the concepts, principles and so on of the two intelligent algorithms——Particle Swarm Optimization and Artificial Neural Network,which were used in the research process in detailed introduction, and at the same time introduced the approach and algorithm realization to combine the two methods.Then, on the basis of satisfying the request of safety emergency management capability of construction projects and considering the influence factors, the author set up the evaluation index system of safety emergency management capability of construction projects, preparing for the evaluation model at back. Finally, the author set up the evaluation model of safety emergency management capability of construction projects based on Particle Swarm Optimization and Artificial Neural Network, introduced the concrete steps of setting up the model and some Matlab procedure codes in detail, and applied the evaluation model to an example, in order to verify the validity and accuracy of the model.The analysis indicated that the evaluation model of safety emergency management capability of construction projects which the paper set up, was valid, accurate and had certain application value.
