Researching On The Policy Of Direct Subsidy To Grain Producer

In 2002, china had its first try to give direct subsidy to the grain producer. Then, in 2004, the policy of direct subsidy to grain producer is expanded in all the field of China. The implement of this policy has some direct effect such as expanding the area of the earth in which grain is sown, increasing the yield of grain, and increasing the income of grain producer. However, some questions also appear in some aspect such as base , object , fund resource , way, operator , standard of the direct subsidy. Meanwhile, some policy to form a complete set is not perfect so as to the effect of the policy cannot display completely which cancel out the action of the policy to provide direct subsidy to grain producer. Therefore, the questions in the process to provide direct subsidy must be resolved so as to the action of the policy could display completely. On the one hand, it is helpful to protect the benefice of grain producer to guarantee grain producer positive so as to assure the national grain security; on the other hand, it is also helpful to offset the income of grain producer.The thesis deeply analyzes the policy which has been carried out in our country after briefing the necessity of carrying out direct subsidy policy. At the first, it confirms the active effect of the policy. And then it reveals some questions existing in the course of implementing. Finally, it brings up corresponding proposals and countermeasures based on the reality of our country after drawing the lessons of developed countries.This thesis thinks that our country should improve direct subsidy policy in the basis of replenishing, the target of replenishing, standard of subsidy and etc. The subsidy should be based on the quantity of commodity grain that offered by the grain producer in the year, provide direct subsidy to the main grain category, strengthen the supporting to the main producing region, and improve the subsidy standard progressively . In order to guarantee the subsidy provided to the grain producer, the propaganda of the direct subsidy should be strengthened, and the course should be strictly replenished; moreover, funds management also should be strengthened. At the same time, some related policies and measures should be mended.
