Study On Reasonable Development Scale Of Construction Land With Farmland Protection Constraint

The sustainable and fast development of Chinese economy makes the request further for construction land inevitably,which may lead to the contradiction between the rapid construction land expansion and land scarcity.Therefore, in the dilemma of"Farmland Protection-food security"and"socio-economic development-construction land expansion", we explore the train of thought about construction land reasonable development scale with farmland protection constraint. The thought with the important practice significance will not only solve the dilemma but also have a couple-win. It also can provide some reference for the control indexes of construction land setting scientifically,construction land rational arrangement, and the new round overall plan revison.On the base of the studying the relative theories and achievements on construction land development scale, this paper determines reasonable development scale as the goal, probes the intrinsic relationship between the farmland protection and the construction land scale, and attempts to explore the research theory of construction land scale with the farmland land protection constraint and make a empirical research taking the Lulong county as an example. We get the main conclusions as followed:(1)It explores the train of thought about construction land reasonable development scale with farmland protection constraint,establishes the research methodological system of construction land reasonable development scale with farmland protection constraint. It will provide reference and basis for the control indexes of construction land setting scientifically, construction land rational arrangement, and the new round overall plan revison.(2)It builds the calculation model of available farmland transferring quantity based on production capacity. It shows that the transferring quantity is situated between the data interval of different quality farmland transferred. The data depends upon the difference of farmland quality in the transferring process from production capacity to farmland area. The construction of model provides reliable basis and techniques supporting for research on non-agricultural,which is of certain directive significance to the practical work.(3)It explores the relationship between the amount of farmland for construction purposes(K)and the amount of farmland available for transferring(Q)based on the mechanism of construction land reasonable development scale with farmland protection constraints.The results show that the construction land scale under the socio-economic development demand can meet the needs fully ensuring food security in the region when the K≤Q1; The construction land scale under the socio-economic development demand obtained the varying degrees of satisfaction under the premise of ensuring food security in the region when the Q1 < K
