Xian City Village Reconstruction PPP Financing Models

Villages have restricted the further development of the urbanization in Xi'an and their reconstruction is imperative.However,because of the large number and the large scale of villages,the capital demand of the transformation is so large that money becomes the bottleneck of restricting city village reconstruction.Based on the research of the present financing of Xi'an city village reconstruction,Developmental financial and PPP models will be effective combined,and the financing platform is set up.This article mainly researched on the following several aspects:(1) By analyzing the reform of Xi'an city in financing status and the problem of the companies to take part in reforming the villages,this paper expounds the necessity of introducing the PPP model,and puts forward the feasibility and the transformation of the villages for operation.The PPP financing mode is only in a certain extent in relieving funds predicament,but can't solve problems of lack in funds.(2) In the analysis of limitation of companies to take part in the development of villages,the article introduces developmental financial to join in the development,and analysis the applicability of the developmental financial participation in theory.On one hand,a dynamic game model is found to analyses the action strategy,in which include the government,the village,social development and the development of bank.In addition,by analyzing the capital costs,the developmental financial participation reduced the costs of capital,safeguard the transformation of the villagers.(3) In order to establish the financing platform of,this paper found the state-owned enterprise which is included in Xi'an city infrastructure investment group. The villages and the city infrastructure projects are bound loans together.In addition, we design the financing platform based and the PPP models of developmental financial operation ideas,and establish a series of measures to ensure the security.
