Firstly, this article examines the current research status quo in the field of evaluation. Then, it breaks down the evaluation methods into two parts --- to indentify evaluation index system and to determine the weights of the specific evaluation index. The article points out that the weighting method is the core of the evaluation methods and should focus on this area for research, summary and analysis.In this paper we research the development history of the weighting method. From the earliest purely subjective designated (Expert Meeting Methods, Delphi method) to later in order to seek a mathematical method of weighting the results in line with the objective reality as far as possible (AHP method), and then later through the analysis of objective data and practical indicators for evaluating the impact of targets or the results of the properties.Subsequently, this paper proposes the concept of weights theory. The author suggests that the method can be empowered to form a standardized set of theories to form a theoretical system which can guide the use of methods for weighting and can make a variety of evaluation methods learn from each other and integrate. Finally, we can find the most suitable method in the different evaluation of the field.This article discusses various methods of weighting coefficient. The current mainstream approach enabling divided into two main categories. One category is subjective weighting methods, based on Delphi method, AHP, and the Expert Meeting method. Another method is the objective weighting methods, including principal component analysis, factor analysis, entropy method, which are the purely mathematical analysis. The article focused on analyzing the application of the principle of various methods and the advantages and disadvantages, as well as the application of scenarios. And summed up the basic principles of two types of methods. And then the thesis discusses the sameness between the subjective and objective weighting methods. In Chapter IV of this article, the author put forward the innovative algorithm weights the general process. Summing up the calculated weight of the necessary steps to four. And made a right to a basic factor of the theory of axiomatic system.Finally, the author carried out the theory of weights applied research. According to the general process of the proposed algorithm, the author put forward a relevant evaluation of the elimination of the representatives of the Department of weight calculation. Based on the existing evaluation index, we creatively take into consideration an evaluation factor. Then we propose two hypotheses about evaluation factors, equivalence and additivity. Specifically, we capture the effects of differing evaluation factors on the evaluation index on basis of system of distinct representatives theory. As such, this approach generates modified weights by removing the correlations between assessment attributes. Finally, with the help of an available case, the application procedure of the approach is illustrated.
