The absence in legislation of agricultural law hinders the evelopment of agriculture, so doing research in the area is necessary.The legislation needs support of relevant concept.It is almost empty in the field, such as orientation,legal concept of agricultural law. Only we make a deep research in the area, our agricultural legislation could find right orientation, which is also useful in regulating insurance activities, improving the development of agricultural insurance.There are three parts: The first section refers the orientation , which includes maximizing social benefit, realizing social equal and justice,guaranteeing social order.The part is the most important one, and it is the basis for business mode and completing legal system described in the following text.The second part discusses the coming selected business mode. We points out that government-leaded mode is antecedent and others should be complentary, which is based on our reality and the success of developed countries. Focusing on our condition is very important.However,althought the mode should be unified all over country, the particular of several distincts are also considered.The third section relates framework of agricultural insurance legislation, which includes purposes , principles,subjects and thers.Agricultural insurance legislations drop behind, so the research is necessary.All three sections are indispensable in completing our agricultural legislation.Through doing research in the three parts, in order to pose ny suggestions for establishing our agricultural legislation, and the development of our agriculture.
