Commercial banks are financial institutions who are not only undertakers of the risk but also its,governors.Bank risk types are increasingly diversified because of the complicated and various running environment which banks have to be up against especially in recent years. Risk management not only influences a bank's operating achievements but also affects its survive or perish.Many banks went bankrupt because they have not done one's best to manage the risk.It is indispensable to prevent,control and dissolve bank risks whereas some malign events happened since 2005.Basel Capital Accord which has brought about profound effects is a supervisory and management accord to restrict the international banks. New Basel Capital Accord has brought forward severe challenges to risk management of our state-owned commercial banks.Under New Basel Capital Accord,the competition among banks will be the competition of risk management ability which consists of risk recognition,risk measurement,risk evaluation,risk control and risk civilization.To investigate the risk management of state-owned commercial banks is imminent for us to ensure they can develop continuously,steadily, healthily and harmoniously.The paper clarifies the new changes of New Basel Capital Accord and its requirement on our state-owned commercial banks.I also analyze differences between the accord and the actuality of our state-owned commercial banks on risk management.Finally,I put forward some advices on how to improve the risk management.
