Research On The Construction Of Rural Social Security System Under The Development Of Planning The City And Countryside As A Whole In China

Reform and opening up 30 years ago,in the national economy and social development has made tremendous progress at the same time,China's urban and rural development and income disparities have become increasingly polarized,the majority of farmers benefits from the reform have been relatively limited.With the current population of China's social transformation and to accelerate the aging process,the basic livelihood of rural land protection function continuously weakening,the existing basic social security system is difficult to meet the needs of the public.In the planning of urban and rural development background,how do the rural social security system and the merged with the city social security system is a very valuable topic.This paper takes Suzhou City in the Yangtze River Delta region as an example and focuses on construction of rural social security in the process of co-coordinating urban and rural development.In this paper,the integrated use of systems analysis methods,methods of historical analysis,empirical analysis and normative analysis combining the dual social security system in our country to carry out analysis,binary analysis of the social security system can not meet the requirements of the development of the new era,coordinating urban and rural society security system is the current way of sustainable development.For the case to the city of Suzhou,mainly introduce the basic medical insurance system,the basic pension insurance system,a minimum living standard security system as well as the peasants of the social security system.Analysis of all the social security system from the construction to consummation process and summed up their respective practices and characteristics of specific experience with a view to being able to explore the region can learn from the experience.Farmer's basic health care,pension and the minimum living security system and the city should approach the world,only on the difference between the levels of protection.Suzhou City,Social Security"one system,two rules"approach,for coordinating urban and rural development is of great significance and is worth studying in other areas.
