With continuous innovation of the economic paradigm,industry clusters access to the world's attention as means to improve the industry or regional economic competitiveness; and the supply chain includes the entire process from production to final products and services , and it is closely related to the industrial cluster. In a sense, the process of industrial cluster is essentially equivalent to the process of the formation of and focus on the supply chain, therefore industrial cluster and supply chain will be exist relationship of mutual promotion and common perfect, symbiotic and total dead in economic development .Throughout the course of development of the world's industrial cluster, we can easily find, in the process of take-off, some advanced industrial clusters have gone through the expansion of industry within the cluster from a lower level link to high value-added processes along the supply chain, and thus access to the upgrade and leap of the industry. Age 70-80 in the twentieth century, the world experienced a serious economic recession, North America and Europe has the contrary to some industrial clusters, not a recession, but it has created the world's attention to the industry highlights, expert analysis, the key to success of these industry clusters lies in industrial upgrading driven by its complete supply chain and logistics integration.China has formatted high degree of concentration in many traditional industries, but these are mostly small and medium-sized aggregation concentration, relatively low degree of industry relevance, and the existence of the industry chain is usually not clear, homogeneous enterprise issues such as low-level concentration. In addition, there are many industries exit length industrial chain, related degree, who can gathered development, did not reach the level of the basic clustering. Industrial cluster should be based on the core business model of supply chain development in order to form a relatively complete industry chain within the industrial clusters, relatively concentrated in space, the industry will be bond to provide greater convenience to the implementation of supply chain alliance of core enterprises.This paper analyzes the symbiotic relationship between the supply chain and industry clusters, an analysis of the promote role which supply chain management strategy for the development of industrial clusters, and made a number of recommendations on the implementation of supply chain management strategy in industrial clusters, and finally selected a specific target - Baotou Rare Earth Industry Cluster, analysis of the status quo of their industry and the main problems, then proposed to build an efficient supply chain system of rare earth industry, so as to promote Baotou Rare Earth industry cluster to achieve a smooth upgrade and optimization.
