In recent year,theory of project manegement is in rapid progress. Theory of project manegement is applied in most company,and improved the ablity of it's project manegement..In telecommunication industry, the technology and service updated frequently, which make it more difficult to improve the quality and schedule of telecommunication Construction project, The company of planning and designing play important role in solve this problem.In another hand, the competition is very hard because of the large amount of planning and design company. How to improve the quality of telecommunication planning and design project, and how to plan the project schedule under a proper cost control is most important factor to improve the company's ability of competition.In the theory of project manegement,cost,schedule and quality is the three main target of project manegement. With case study of Sichuan Telecom CDMA phase 1 planning and design project, introduce the common method and features of telecommunication plan and design project, in accordance with the method of planning and control in project schedule, also take into consideration of the coordination between the quality and schedule of projects. To ensure the project's schedule target to be achieved successfully, in the procedure of project management, it is necessary to trace and adjust the schedule of project dynamically, there introduced the common method at the final of this article.
