Study On The Countermeasures Of Sustainable Development In Wuhan Urban Circle

In the Party's Sixteenth Conference, the Third Session, our government point out that: "Five co-ordinate" Wuhan city circle is the national construction of promoting China's economic and social development of the fourth engines. Wuhan city circle of coordinated development of the rise of the central has important value and significance, Wuhan city circle's each component is the inevitable choice for the future development of the city.In this paper, firstly I discusses the sustainable development the research history and current research, and then discusses in detail the concept of sustainable development system and the sustainable development of the situation and characteristics of evaluation. According to the scientific, level-oriented, space-time, feasibility principle, we constructing the wuhan city circle PREES index system. The index system is divided into population, resources, environment, economy and society five subsystems including twenty-four indexes.We used the SPSS software to evaluate the system of comprehensive index of sustainable development and coordinate index. The research results are : from 2003 to 2007 Wuhan city circle population and resource subsystem sustainable development were more smoothly. However, between 2004-2005, having a significant fluctuation; environment, economy and society subsystem in a relatively stable state and healthy sustainable development; the whole PREES system in a relatively slow sustainable development status. Through the economic circle of wuhan city based on the two systems between subsystems coordinated development index calculation, social and economic subsystem subsystems keep the best coordination, economic subsystem environment keep the better coordination , economic subsystem and population resource subsystem having the largest fluctuations.Aimed at the evaluation results, we found there are some problems in wuhan city circle sustainable development, and we give some valuable countermeasures and suggestions about population, resources, environment, economy society and regional comprehensive coordination six aspects: control the population growth, improve the quality of the population; strengthen maintenance of the natural resource and optimize the energy structure; strengthen vigorously the agricultural infrastructure construction; regional advantage into full play, promote structure adjustment; using high-tech transform and upgrade traditional industries; change the industry development from extensive growth mode to efficiency and economical growth mode; a vigorous development of the third industry and continuously improve the third industry and the development of modern service industry; cultivat characteristics and advantages, increase development speed of financial industries; accelerate solving structural problems and contradiction; promote the development of urbanization; vigorously develop science-education-culture-health career. Drive development of urban system and realizing city circle integration; strict regional functions division in order to strengthen the coordination and cooperation between many regions; further shift of government functions and establish the regional coordinated development organizations.
