Research On Crucial Parameter Of National Economic Evaluation For Expressway Construction Project

The evaluation of national economy is a key part for investment items. The crucial parameters of national economic benefit should be researched and analyzed for comprehensive, scientific and objective evaluation on express way investment items.In this thesis, four parameters, shadow prices, social discount rate, time value, the value of life are researched. In the shadow prices, The International Markets and Break-downing of the Cost method are proposed and used to Calculate shadow prices. Meanwhile the opportunity cost of land is used to calculate the shadow prices in land. For the social discount rate, using the thought of the system analysis, this thesis concentrates on the comprehensive evaluation methods of social discount rate. In the choice of time value, the model that adopted by china and abroad are analysised. For mending the old methods, a new method is presented to simulate the time value, that is utilize work time a leisure time. So the calculation of time value will be more reasonable. For the value of life,as few systematic researches have been carried out so far in china, the method that according to achievements is adopted by this thesis.This thesis combines the domestic date to estimate the value of life. At last, the conclusion is certificated with an example of TanShao expressway construction project, in addition, achievements and application are demonstrated. The research about parameters theory and methodology of evaluation of national economy are very little. That not only enriches evaluation of national economy theory, but the case study also provides a scientific evidence for transportation sector.
