The United States and Canada strengthened the links at the beginning of the 20th century. In 1917, the United States joined the Allies and further improved the relationship with the United Kingdom which mastered the right of Foreign Affairs to the Canadian Department. It had laid a foundation for the United States and Canada to settle related issues between the two countries through a negotiation. The Problem that the right of the United States and Canada's fishing vessels in the other's port is long-standing and has been no satisfactory solution. In addition, the sockeye salmon and halibut fishery which were important for the two countries has been facing the danger due to excessive depletion. In order to address these major issues and other related issues, the United States and Canada convened a fishery meeting in 1918.The meeting discussed the Privileges to the fishing vessels of the two countries in the ports of the other, rehabilitation and protection of the sockeye salmon Fraser River system, the protection of the Pacific halibut fishery and other related issues. At the end, the meeting formed a "Report of the American-Canadian Fisheries Conference, 1918 " .Since then, the two countries as a basis for the negotiations and signed "Convention between the United States and Canada for the protection of the Fraser River system sockeye salmon fisheries" and " Convention between the United States and Canada for the preservation of the halibut fishery in the Northern Pacific"The American-Canadian fishery conference in 1918 laid the foundation for the further negotiations and cooperation between the two countries. For the protection of sockeye salmon and halibut, the two countries signed the Convention and established a Joint Committee, these measures promoted the protection of fisheries resources of the two countries', strengthened the fisheries cooperation between the two countries, and provided a useful historical reference for the international protection of migratory fish resources and high seas fishery resources. The United States adopted a different policy on the right which Canadian fishing vessels enjoyed in the United States'port during and after the meeting, which reflects the profound pragmatism foreign policy of America.
