With the rapid development of information technology, the traditional system of financial supervision and administration is facing severe challenges. It is based on XML and enables users to search the financial information they need through web;it can extend custom tags;it can reduce the errors by reducing the frequency of incoming data; it can greatly improve the ability to use the financial information through the internet.Therefore, to construct the information system of financial supervision and administration for the state-owned enterprises by taking advantage of XBRL and the web has great theoretical and realistic significance in the healthy development of the state-owned enterprises.At first, the paper has stated the basic theory and the basic framework of XBRL, the current situation of the system of financial supervision and administration for the state-owned enterprises and the problems existing in the current system. Secondly, the paper has constructed the information system of financial supervision and administration for the state-owned enterprises based on XBRL, and has defined its principles. Thirdly, operation of the system is demonstrated of the financial information of PetroChina to help the readers understand the system. Then the paper has analyzed the information system by the SWOT matrix method, and has stated opportunities, threats, strengths, weakness and other strategies which the system will face under the current situation.
