According to the development economics: Economic growth must be accompanied by the majority of the members of the society can share the fruits of the economic growth. Only when the existence of widespread sharing of economic growth in the correspondent with the development, otherwise, there is the growth without development.Nowadays the economic growth and the distribution of the fruits of economic growth and income distribution have become an important research topic. All in all the basic thing of economic growth is to increase people's living standards, meanwhile, and economic growth and income growth is not synchronized that lead to most residents will not fully share the benefits of economic development, it even drop to some residents standards of living. Nowdays, especially since Congress 17, sharing the fruits of economic growth is important for the Chinese government, academic and the public .Therefore, it do need to make deeper research in the relationship between regional economic growth and people's income, as well as how to realize the fruits of economic growth.Since China's reform and opening up, China's economic growth has attracted worldwide attention, Inner Mongolia's economic development has already entered in. Especially in recent years, Inner Mongolia's economic growth in leading the country at the time of year after year's economic growth. However, rapid economic growth, people's income has lagged behind GDP and local fiscal revenue growth, hasn't correspondent with the economic growth, particularly farmers and herdsmen's income and economic growth has shown a clear lack of co-ordination. According to the relevant statistical date of Inner Mongolia and the relevant statistical data based on the use of sample data on nearly 18 years in Inner Mongolia's economic growth of 1990– 2007 Income growth in the current state of research, pointed out that the dis-corresponding growth of residents in Inner Mongolia's economic growth and income growth. Applied Econometrics and the basic theory of time-series data samples of GDP, the income of urban and rural residents, and local revenues in several indicators, such as regression analysis between variables and the co integration test to examine the relationship between indicator variables and their internal changes in the law, from the quantitative point of view of economic growth on the income of urban and rural residents on the urban and rural residents in Inner Mongolia is not a reasonable share of the regional economic results brought about by rapid growth.
