Transportation which is indispensable in society is one of the important components of the national economy. As the development of China's economic, transportation has been developed rapidly. There are many problems such as overloading in road way that destroy the traffic infrastructure seriously. It restrained the healthy development of transportation. Therefore, it has achieved initial results because of the rectification of overloading issued by the seven department of State Council since 2004. But with the weakening of the control efforts, it has a different backlash of overloading inordinately in many city of China. The costs of transportation have been changed a lot after the implement of fuel tax reforms and it affects overloading also. Therefore, it has a practical necessity to study how to rectify the overloading in the new situation.Though the discussions on the definition limits and damages of overloading, the paper analyzes the changes of transport costs after the fuel tax reforms and the reasons of overloading. Then the paper estimates the measures of solving the overloading and proposes new measures in management, economic and technology by meriting national study.There are some measures such as:1. A special institution should be established to supervise the "blacklist" vehicles of overloading and the penalty from overloading. The public should participate in the supervision.2. A reward and punishment system should be proposed to stimulate the law enforcement officials. The job should be quantified by details to measure the effects of the job.3. Overloading should be rectified from source by one ultra-fine two which fines the transport enterprises and drivers. It is merited Japanese experiences. The penalty should be deal with in banks to prevent from corruption.4. The information system to rectify the overloading should be implement in the non-toll way. It can supervise the whole process of transportation from the beginning to the end.
