The basic unit in the design of any production process is a task. Tasks must becarried out by agents, but, because of physical and cognitive limitations, no singleagent is capable of carrying out all tasks. Thus it is necessary to transfer variousthings—material, energy and information—from agent to agent in a productivesystem. Taken as a whole, the tasks, the agents, and the transfers make up a vastnetwork of activity, in which tasks cum agents are the nodes and transfers are thelinks. We call this the"task network"or simply"the network"for short. Transactions,defined as mutually agreed upon transfers with compensation, are located within thetask network and serve to divide one set of tasks from another. Coase pointed out,there is transaction amond firms or firm inner, Williamson defined a transaction as atransfer across a technologically separable interface. The total transaction cost isdefined as a transfer (or set of transfers) embellished with several added and costlyfeatures, that is mundane transactions costs; more also, as the harm betweentransferors when transaction was took place. Base on transaction cost economics, afteranalysising dynamicly the objective of oil enterprice'budget management, theproblems existencing oil enterprice'budget management is expressed,①the value andpruduction management is not linked;②budgeting is not complete;②budgetliability is not clear;④budget method is too lack;⑤there not is specialorganization that is of accountability with budget;⑥monitoring budget is weak.The total budget management including total capitals, process, duty, is presented. Thepolicies Perfecting O.E B.M. is set forth:①to perfecting B.C'organization,②toextend budget scope,②to serve to people ,④value chain to be core,⑤to build newbudget measure mechanism.
