As the development of the telecommunication technology and the rising of the telecommunication market, the telecommunication add-valued service is transferred to data service, and also it is one of the most potential areas of the future. As of the biggest add-valued service platform, OTA should give the terminal user various kinds of personalized services at anytime, anywhere. Also, thanks to high speed high band 3G wireless technologies, various kinds of add-valued services will have great user experience and more development space.This thesis presents a Personalized OTA Recommendation System which analyses the interest and consumption habit of mobile users who will be provided information which they mostly needed, and effectively help the mobile user to choose and use the information they interest, thus, improve the influence of add-valued service in the crowd of the mobile user.This paper first discusses the background of the topic, and simply describes the OTA and other technologies which is used in this thesis, such as personalized-tech, data mining etc. Then the paper gives a designation of the IO of the Personalized OTA Recommendation System based on the analysis of the mobile users' interest. After that, the paper illustrates a detailed introduction of every part, including structure and algorithm. At last the paper demonstrates the process of the recommendation system, and analyzes the data which is got from the experiment.
