A Study Of The Situation And Countermeasures Of The Government's Regulation Reform To The Telecommunications Industry

As a traditional natural industry monopolized, the service capacity and the popularization of the telecommunications industry are closely related to the working and living of the public, and therefore the reform and regulation to the telecommunications industry are always the focus of the attention of the public. In general, the regulation of the telecommunications industry includes market admittance regulation and market act regulation. Since 1990s, the government regulation to the telecommunications industry in our country has come to a new era. Through breaking the monopoly, introducing competition, separating and reorganizing telecommunications industry businesspersons, the rapid development of the telecommunications industry has been made, and the general social performance has been improved. However, during the process of regulation reform of the telecommunications industry, problems also arise. No matter what kinds of methods are taken, and what changes have taken place in telecommunications market structure and enterprise structure, the general aim and end result of the regulation reform is always to promote the healthy development of the industry, and to harmonize the interests among government, enterprise and consumers. Through reviewing the situation of the government's regulation reform to the telecommunications industry during the recent years, this research discusses the influence of the regulation reform to the telecommunications market. The whole dissertation consists of three parts. The first part expounds the integral contents of the government's regulation to the telecommunications industry, and deals with the concept, classification, necessity of the control as well as the characteristics of the telecommunications industry, regulation organizations and the regulation contents. The second part analyzes the present situation of the government's regulation to the telecommunications industry, and summarizes the success and failures, through explaining the problems existing in the regulation reform and analyzing the causes. The third part puts forward the countermeasures as to how to promote the government's regulation reform to the telecommunications industry, from the perspectives of construction of the regulation system, market admittance and exiting policy, and the market act criterion.
