The pharmaceutical industry is a promising industry that is closely related to life science. From the worldwide perspective, medicine industry belongs to one of the fastest growing industries; its growing rate is much higher than contemporary economy. So to develop medicine industry is of great significance as for the society as well as human health.Along with the development of modern civilization and progress of science and technology, human understanding of disease is changing. Due to the side effects of chemicals and long research and development cycle, people from different angles are forced to look for new treatment methods and drugs. The toxicity of natural drug is relatively small, on the other hand, natural drug has special curative effect on diseases like difficult-and-rare-case, chronic and ageing diseases. Because of this, more and more people become keen on searching for new drugs. As a representative of the Chinese traditional medicine, natural drugs in recent years have got a rapid and superb development, and have a huge potential for development.Ethnic medicine is an important component of Chinese traditional medicine. China always attaches great importance to the development of minority medicine, actively supports traditional medicine of minorities and its research work, which make the national pharmaceutical industry develop rapidly, and thus forms well-established national pharmaceutical enterprises and many famous brands. Inner Mongolia is the origin and birthplace of the Mongolian medicine. Mongolian industry, due to the unique geographical advantages and resources, has become the characteristics of Inner Mongolia. It gives priority to the development of the industry. However, due to the history and the objective conditions, traditional Mongolian medicine encounters many difficulties in the process of modernization, which, as a result, has serious influence and restricts to the development of the industry. Facing the current globalization in economic and the development trend of modern industry, an overall and objective analysis of Inner Mongolian industrial development is necessary. The judgment is on the basis of the present situation of international and domestic pharmaceutical industry development. According to the policy on the national pharmaceutical industry, together with the present situation of Inner Mongolia, a through investigation should be carried out on the factors which restrict and influence seriously the development of Mongolian industry. This is a crucial problem. And to come up with scientific and reasonable strategies that are suitable for the development of the pharmaceutical industry in Inner Mongolian has very important practical significance for Inner Mongolia.Therefore, based on the current development of pharmaceutical industry in inner Mongolian and the comprehensive detailed investigation, we get a lot of firsthand material. The accurate positioning is based on an objective analysis of the inner Mongolian industry; the existing problems, difficulties, and potentially crucial advantages have also been made out. Combining the current state of Inner Mongolia, pharmaceutical industry policy, from the standing point of constructing the four systems: management system innovation, technology innovation and knowledge innovation, environment protection system, we try to realize modernization of the following five links: research, medical resources and industrial production, talents, and the development of modern culture. At the same time, we also put forward the strategy of industrial modernization in Mongolian medicine. This can help to formulate the industry development and promote industrial development in Inner Mongolian so as to safeguard people's health and life safety. It has certain practical meaning and reference value.
