The social security system in the world is a social policy in many countries, and it is also an important part of the social-economic policy in a country. As an important element of the social security system, the housing security system is very positive for a country's residents, especially low-income families, who have the city's housing rights, through secondary distribution of social income to realize the social justice and stability. The construction of Low rented housing, which is the nature of social assistance, has become an important part of the housing security system in china. The low-rent housing system has been achieved some results till now, and solve some of the low-income housing effectively. However, it is undeniable that there is still a large gap between the overall development situation of the Low rented housing and the expectations of residents and their long-term goals, also there are still many problems in the low-rent housing system.At present, the rent subsidies is the main the Low rented housing security policy in China, Housing subsidies and reduction of rent are the Auxiliary part. Housing subsidies and rent subsidies is the two important rent distribution methods, which are equipped with its own way. Housing subsidies is of a one-time investment for the Government, which is the financial pressure on local government, while the lease rental, which is well below the market price, is not conducive to the healthy development of Residential rental market. The rent subsidy is easy to achieve, but the low-rent housing in a serious shortage of housing suportment, and it is often difficult for people to find Low rented housing in line with their standard. Due to the increase of the effective demand will push up price , the rent subsidies are difficult to achieve the desired effect of protection.This paper, combined with the theoretical study and practical exprogration of the sale and leaseback financing at home and abroad, appolygies this theory to low rented housing construction, designs a new type of rent distribution - low rented housing for sale and leaseback rent allocation method, and elaborates the operation principles and processes of this method. The author analyzes the impaction of the rent method bring up in this paper and the two main rental housing from the rental market, the cost of government spending and efficiency in the use of funds, then utilize NSFDSM (non -structured fuzzy decision-making method) for the three integrated approach to Sort comprehensive comparison and come equipped with a low-rent housing rent way to sort of comparison, in order for the allocation of low-cost rental housing to choose the way of reference.Finally, this paper put forward policy proposals in accordance with the relevant results above. It has a certain amount of theoretical and practical significance for expanding financing channels of low-rent housing in China, profusing low-cost rental housing allocation methods, improving the low-rent housing system.
