Along with the development of market economy and the increasing of real estate demand, the cost approach will have been replaced by the income approach and market comparison approach gradually. The principle of the income approach is simpler; however, its appliance is more difficult in our country. At present, our appraisal criterions are invalid in performing the parameters, so people chose the parameters with more subjective facts. Moreover, the imperfect market and outside environment is affecting the income method utilization, the mature frame about the NOI forecasting has not been built up to the present, which leads to the random and subjectivity of NOI calculation, thus the income approach do severity damage to the apply of the method in China.So linking reality to our country, on the basis of analyzing the elemental theories of the real estate appraisal, elaborating the applicability of the income approach in our country Further the paper discuses the practical application of income approach and the deciding of its factors, which mainly include the NOI indexes, the analyzing the influencing income factors, the forecasting of future income ,the factors of influencing return rate and the methods of deciding return rate and so on, especially, the NOI gaining and the forecasting of future income. The paper tries on applying the method of analyzing factors to decide these. Because artificial neural network with massively parallel procession and storage, can be applied to dispose the problem that needing simultaneously consider handling information that are a lot of factors and conditions, which are no accurate and fuzziness. Thinking of the objective of the net object income and the non-linearity and ambiguity relationship of the influencing factors, the paper applies the artificial neural network to amend the practice income and forecast future income. So that the result is more object and more perfect.At that time, I analyze the problems of using income approach in real estate appraisal in China at present and give the Countermeasures. And I analyze the on basis of "property law"...
