As a system made a great contribution to the maturation and development of the modern corporation, comprehensive budget becomes a main method of corporation inner control. From the planning and coordination at the beginning to a comprehensive management tool for the corporation operation strategy now, comprehensive budget, with all the functions of control, stimulation and evaluation, is playing a core role in the corporate inner control gradually.However, full of the national planned economy, the budget of Railway Corporation is more special and hard to be operated. Based on the theory of comprehensive budget, this essay makes a study of the problems and the improvement methods of Railway Corporation comprehensive budget under the condition of market economy. This essay's research method is combining the theory and the case, from abstract to specific and then giving a certain guide and reference to the Railway Corporation cost control under the system of comprehensive budget.Specifically, this essay tries to do some theory research and study on the present situation and future developing orientation of the Railway Corporation's cost control and come to the conclusion that the developing orientation of the cost control Is to establish a scientific and suitable cost budget system, dynamic cost information feedback, enhance to carry out the responsibility cost and cash control which focused on capital budget. Based on this research, this essay uses Changzhou railway station as the case to analyze its cost control and propose the recommendation.
