Study On Rural Informatization Construction In Dongying City

Currently, information technology has become the most advanced productive forces for promoting economic growth. Every country in the world are drawing their Informational strategy urgently, China also proposed a strategy that means to develop the traditional industry driven by the information. Rural information technology has become an important part in national economic and social information, a promotion to the revolution of traditional agriculture and the development of modern agriculture; It is also an inevitable choice for the nation to speed up agricultural modernization development. Speeding up the construction of rural information technology is conducive to the realization of agricultural and rural economic restructuring,to the increase of farmers incomes,and is also favorable for promoting coordinated urban and rural development and the building of a new socialist countryside. How to reform the information service system and service mechanism, improve agricultural information service level, deal with the lag on the information service as bottleneck for improving the agricultural efficiency and increasing the farmers'income, is an important task that we must eagerly study and meditate in the process of rural informatization.This article, based on the theories of the economics and agriculture extension, has a study on rural information in Dongying of Shandong Province. With the methods that combining empirical analysis and normative analysis, this paper researches on the development trends and the experience of enlightenment at home an abroad, explores the key issues of the rural informatization in Dongying. In June 2002, Dongying City had developed and introduced a "rural informatization network project in Dongying". Through the years of construction in Dongying , the city has been established and perfected the five-level rural informatization network system and information service system,as city, county, township, village and enterprise. It plays a important role in speeding up the adjustment of agricultural structure, perfecting information technology services and promoting incomes of farmers and agricultural efficiency. This has lead Dongying City to the rapid, health, coordinated development in economy and society. However, in the areas of extending rural information service network, Providing farmers with timely information service and helping farmers to enhance the ability to control information, the rural informatization in Dongying City are still has some problems, such as the information clients is uncertain, information services are not practical, information service means are not supporting, information service mechanisms is unsound, and so on. On this basis, the authors put forward the direction and focus at this stage of the rural informatization in Dongying City as follows: Government acts as the leading force in rural information; Rely extensively on social forces to strengthen the information infrastructure construction; Do a good job in the village of information model construction, to increase their demonstrations, publicity, promotional role of local conditions, choose their own mode of information services in rural areas; Strengthen the building of the contingent of rural information. The article maintains that the promotion of information technology in rural areas in Dongying City building measures are: Strengthen the guiding role of the information to provide effective support; Intensify the building of infrastructure, improving the agricultural technology popularization system; Improve their comprehensive quality, and training of personnel information; Innovative services, and promote the comprehensive development of rural areas; Strengthen "McKinnon" the construction of the project and improve the information service system; Foster new services organizations, and to enliven services market; Strengthen cooperation and exchanges at home and abroad, and promote the rapid development of information; Lead the development of rural informatization with low cost.The purpose of this paper is to make the conclusion play a role in China's new rural informatization and offer reference for raising the level and quality of rural informatization.
