The aim of China's treasury management system reform is to establish a modern treasury management system featured with centralizing receipt and payment on the basis of single treasury account. The reform has been carried out around China. There are many difficulties in the process of the reform. The limitations of policy, institution and human resource make the reform become a tough thing. Several issues in the reform process are needed to give more consideration.This article introduces the related theories on centralizing receipt and payment system in China. On the results of a great deal of interviews, setting up models and the key-factor analysis for Kunming treasury management system reform experience, the article proposes some advice in order to enhance the performance of the new system in Kunming.The article falls into five parts: In part one the author introduces the background, significance and schedule of the study on the treasury management system reform. In part II the author addresses the related studies on the topic in several developed countries and China. In part III the author elaborates the experience of the reform in Kunming and give his unique analysis and argument based on case study. In part IV based on the investigation and analysis of Kunming reform experience, the author sets up several mathematical models and gives his explanation by the key-factor analysis method. In part V the author gives his proposals for the next steps to further reform in Kunming treasury management. Besides summarizing the study, the author also mentions several limitations of the study and hopes further detailed research on the significant issue.
