Supervision system of engineering construction is a great reform in the construction field of China. It introduces engineering supervision enterprise as the third party providing intermediary service between project entity and contractor. Futhermore, it forms a new operation mechanism of mutual restriction,mutual cooperation & mutual promotion in construction project management which is linked by contract and aims to promote construction quality & level. Through 20-years'practice, it has been proved that supervision system of engineering construction plays an important role in improving project quality,saving investment and shortening construction period.As a specialized service, service level of engineering construction supervision is directly determined by employees' comprehensive quality and professional skills. After 20-years' rapid development, however, many questions about employees' comprehensive quality, employee team's stability & employee management has occurred which have become a very restrictive bottleneck on the development of engineering construction supervision. Hense, It is necessary to research on supervising staff management in engineering supervision enterprises and effectively resolve these problems, since it is of very important practical significance in improving service quality of engineering construction supervision,ensuring effects of engineering construction supervision,implementing virtuous enterprise operation & supporting sound development of this industryFirstly, based on supervising staff management practice in engineering supervision enterprises, the paper gathers, hackles and sums up literature datum and relevant results of supervision of construction & human resource management at home and abroad. Secondly, in accordance with status of supervising staff in domestic Engineering Supervision Enterprises , the paper analyses necessity of supervising staff management research. Then, by using technologies of job analysis,classification,evaluation & metheds of relationship analysis,assessment of performance,critical incident,work achievements evaluation,etc. The paper researches supervising staff management system and it's operation mode, Which are based on systematic management, behaviorism-stimulating and value chain management theories. The dynamic and systematic management system and it's operation mode consist of four periods which are recruitment, probation,on the job,turnover. Main contents of them include five aspects which are employee recruitment,training and development, performance management,salary management,relationship management. Finally, in order to verify actual effect of supervising staff management system and it's operation mode, empirical research on supervising staff management is performed through deep analysis and extensive investigation of supervising staff in DADI company, and practical effect is evaluated & predicted.In the thesis, by adopting several kinds of research methods, such as integrating theory with practice, both qualitative and quantitative, combining deductive reasoning with inductive reasoning, the paper constructs supervising staff management system and it's operation mode. Using research practice of supervising staff management as an example in DADI Engineering Supervision Corporation, the paper made a practical test on operability and effects of management system & it's operation mode which obtained good effects of feedback.In conclusion, management system & it's operation mode constructed in this research has both practicality and popularity, it's application gains great benefit,both economic and social, it has a wide application prospect. It has reference meaning on supervising staff management in domestic engineering supervision enterprises.
