Nowadays,the competition that the enterprise is up against is increasingly fierce,and the financial risk is more and more serious. Many scholars at home and abroad have had a substantial research on financial risk. However, the existing study focuses on the Business Corporation, and the study on financial risk of Filiale is lacking. It has been proved that it is necessary for the financial risk to be study with the series of the exposure of financial scandal, such as the internal control loophold of Singapore Branch of Barings Bank,the 40 billion receivable account of Americal Sales Subsidiary Company of SiChuan CHANGHONG, the tax storm of ShanDong Branch of WUGUDAOCHANG, and so on. The paper studies the financial risk from the angle of FilialeFirstly,the paper identifies the financial risk of Filiale on the basis of the Financial Management Theory, the Risk Prevention and Control Theory and the Butterfly Effect Theory. The paper makes conclusion that the financial risk of Filiale is composed of internal control risk, assest management risk, cost risk, tax planning risk and financial structure risk. Secondly, combined with the types of Filiale financial risk, the text chooses 108 qualitative and quantitative index on the basis of external and internal consideration. The paper measures the Filiale financial risk by Mutation Series Model and Thirdly, according to the consecution from the goal setting, risk recognition to risk control, the paper dissertates how to control the Filiale financial risk from the angle of internal environment,goal setting, item recognition, risk control, control critical control point, information communication and supervision. Finally, the paper applies the theory to northwest branch of Sinopec, and finds that it has light financial risk ,but it has some potential risk . Aimming at the findings, the paper brings forward a frame of how to control the risk.
