The Research On Appraisal Of The Performance Of Grain Subsidy Policies In Hubei Province

Grain is a special product which is the necessity for citizens' daily life, and it's the material basis to keep political stability and economic development. Therefore, grain security and safeguard mechanism with long-term effect occupy an important position in agriculture. Grain subsidy plays a basic and important role in guaranteeing farmers' benefits and the agriculture development. Selection of subsidy for farmers' planting grain is not only relative to their income but also to grain security of our country and grain sustainable development. Under the new context that China had joined the WTO with undergoing brand-new stage of agriculture and grain industry's marketization, grain subsidy policies are improved constantly by our country. In recent years, according to new change of grain purchase and sale, our central government has introduced the agricultural subsidy policies comprising of good-seed subsidy, direct grain subsidy, subsidy for purchase of agricultural implement and machinery, compositive subsidy for agricultural means of production and the minimum purchase price policy for grain ,which contribute to forming the system of agricultural subsidy policies. In 2002 Jilin province and Anhui province took the initiatives in the experiment of implementation of those policies, followed by other provinces' implementation in a wide range. As one of the 13 major provinces which produce grain, Hubei province also implemented direct grain subsidy. Base on survey and research on the implementation of grain subsidy policies in Hubei province, this thesis empirically researches on the implementation effect and points out problems during the implementation with putting forward the suggestions on improvement of grain subsidy policies in Hubei and creation of mechanism with long-term effect of grain subsidy policies. This thesis consists of five parts: the first part is introduction putting forward research context,purpose,content,methods and major innovation; The second part is mainly the outline of grain subsidy policies, introducing theoretical basis of grain subsidy policies. The third part introduces grain subsidy policies of Hubei province , illustrating its development and framework of existing system with summarization of positive effect caused by grain subsidy policies of Hubei. The fourth part would be empirical analysis and review on relationship between grain subsidy policies of Hubei and output of grain, grain subsidy policies of Hubei and per capital pure income, grain subsidy policies of Hubei and grain planting area. Recommendations on improvement of grain subsidy policies of Hubei would be given in the fifth part.
