A Study Of Problems And Solutions On Rural Public Goods Supplies

Our country can not be separated from public goods in order to build a well-off society in an all-round way in rural areas on the background of which rural population is an absolute proportion of our country. As the tax on agriculture withdrew, the problem of the supply of rural public goods is realistic and serious, therefore, which has been becoming a barrier to restrict the development of rural society and economy. Now that how to solve the supply of public goods in rural areas has become an urgent affairs. In the light of the problem of rural public goods supply, this paper puts forward some suggestions, appling the methods of documents and regulating research method ,etc. We summarized the main contents as follows:Firstly, it reviewed the supply of rural public goods from international and domestic ways. In foreign, it concentrates on the pluralism of supply subjects and emphasizes the necessity and possibility of private supply subjects; in native, it focused on three aspects: the institutional revolution, actuality and problem, mechanism reform and countermeasures of rural public goods supply.Secondly, it reviewed the theoretical evidence of building the supply of rural public goods, on the basis of defining the concept and classification of rural public goods.Thirdly, it analyzed the problem and reasons of the supply of Chinese rural public goods. The supply of rural public goods has universal issues of quantity deficiency and irrational structure.The main causes include general environment and the internal supply system of rural public goods.Further, it analyzed the practical experience about the supply of rural public goods in India,Korea and Germany, and concluded the countermeasures to improve the supply of rural public goods. The experiences are useful, for instance localizing accurate the role of government and peasants on the supply of rural public goods expanding financing channels and improving the mechanism of motivation and supervision.Lastly, in allusion to the problems of our Country's rural public goods, it puts forward the supply system including subject mechanism,financing mechanism,decision -making mechanism and complementary mechanism.
