Research On The Establishment Of Catastrophe Insurance Pattern In China

In our country the frequency and losses of natural disaster's occurrence rise unceasingly, but the subsidy for disaster is too little for rebuilding. According to the catastrophe risk management experience of foreign countries, it is one of important mechanism that carrying on the catastrophe insurance system to compensate the disaster victims. In order to launching catastrophe insurance successfully, the first task is to build up a battery of catastrophe insurance patterns that suitable to the circumstances of our country.Firstly, this paper explains clearly the catastrophe risk and the compensation for catastrophe risk losses in our country, then through revealing the status of the catastrophe insurance in the compensation for catastrophe risk losses and the lack and obstacles of catastrophe insurance in china, the paper proposes that we should take the construction of catastrophe insurance system as the key point to optimize the structure of the compensation for catastrophe risk losses, and analyses the feasibility of the construction of catastrophe insurance system. Afterwards, the paper classifies international catastrophe insurance pattern to three categories, they are the commercial catastrophe insurance pattern, under the government-led and commercial insurance companies managing catastrophe insurance pattern, the government holding and managing catastrophe insurance pattern, then studies the illustrative cases of various patterns and summarizes their experiences. Last, on the basis of the principle that constructing our country's catastrophe insurance should be followed, through drawing the experiences that our country may use, the paper proposed that the catastrophe insurance pattern in our country should take the catastrophe insurance special fund and the specialized agency as the foundation, take the perfect laws and regulations,encouraging policies for ensuring, take advancing the multi-position risk scatter ways as the method. That is equivalent to under the government-led and commercial insurance companies managing catastrophe insurance pattern.
