Research On The Transformation Of Function Of Zhangjiagang Bonded Zone

Chinese Bonded Zones, as the special area supervised by Chinese Customs, are established by referring to the standards of Overseas Free Trade Zones. It plays significant roles in improving investing environment, attracting foreign funds, promoting the development of regional economy and developing export-oriented economy. By providing favorable policies and cheap labor force, Bonded Zones attract amount of foreign investments, and those investments advance the regional economy. With twenty years development of Bonded Zones, the foreign investments for Bonded Zones have gradually weakened because the tariff was gradually reduced since China joined to the WTO. Simultaneously, owing to the demonstration effects of Bonded Zone and the sharp development in this area, the original advantage of cheap labor force has lost. There are lots of problems in Bonded Zones, such as the unbalance of its functions development, nonstandard management and supervisions and the absence of laws and rules. So it is necessary to transform and upgrade the functions of Bonded Zones.Since Zhangjiagang Bonded Zone was set up, now the economic strength of them has been constantly consolidated. It has played an important role in connecting the markets and resources at home and abroad, attracting foreign investment, introducing advanced technologies, promoting the regional economy and development export-oriented economy. Many problems, however, are available in Zhangjiagang Bonded Zones, such as the low ability to attracting foreign investments, the absence of laws and rules and the deficiency of management and supervision systems.This paper takes Zhangjiagang Boned zone as the research object, and qualitative analysis and quantitative analysis are used in studying the analyzing the transformation and upgrade of Zhangjiagang Bonded Zone. The analysis of this paper is follows. Firstly, this paper introduces some theories of World Free Trade Zone and Bonded Zone in home and abroad, which provide the basement of researching the transformation and upgrade of Bonded Zone. Secondly, this paper introduces the successful experience of Kaohsiung Export and Processing Zone and Hamburg Free Port, in order to provide us with some beneficial inspiration. In addition, This paper analyzes the present industrial situation of Zhangjiagang Bonded Zone, and makes factor analysis by using SPSS, and then obtains the main features of Zhangjiagang Bonded Zone. At last, With the relative theories about Foreign Trade Zone and the function feature of Zhangjiagang Bonded Zone, this paper points out the way of function transformation of Zhangjiagang Bonded Zone, and then, draws some advices and countermeasures about the function transformation of Zhangjiagang Bonded Zone, which is theoretical and realistic significant to the function transformation of Zhangjiagang Bonded Zone.
