| Now days the increasing attention paid to the earth environment becoming worldwide concerns. In particularly people always quite sensitive on the tanker accident, therefore the safety issue and tanker management related problem had been highlighted along with the constant expansion of oil tanker fleet, the topics of how to effectively improve the tanker safety management level, and how to establish sustainable safety culture to minimize the risk through the scientific methodology, naturally become the pursuit of all tanker fleet development process. Well-known Health and Safety, Environmental protection (HSE)-centered idea for oil tanker management has become one of the important methods.Shipboard equipment installed on tankers is becoming huge and more complex with the science and technology improvement, which makes it much difficult to realize effective HSE management. During the passed decade, the discussion on HSE management technology never stopped, plenty valuable theoretic methods and skills focus on the risk identification, assessment present a significant contribution to the industry. However, there are still large room in the Oil Tanker HSE Management for improvement, not only to fulfill the major oil companies requirement but also satisfying rapid development of China's oil transportation.This paper trying to use the System Engineering theory and Analytic Hierarchy Process to solve the problem of that D company's Oil Tanker HSE Management scheme correspondence to Major Oil companies standard, namely, take the advantage of mathematics model to indicate multilevel tankers ship safety management, finally trace the equivalence between above mentioned two standard by means of fuzzy synthetic evaluation.Specific examples taken from D company's HSE management grading evaluation database are contribute to the formulate process, hopefully the conclusion might be used in the tanker management evaluation, especially when the comparison frame required by the individual ship. |
