At present ,China's current construction cost management model used for the valuation is based on a fixed basis of the whole process of project cost management model, so as to connect with the international rule. Each stage of the whole life cost management will have a large amount of data which make the system more complex, and the information which need to be disposed are increasing rapidly. It makes the large amount of data as information coming into knowledge, and makes the knowledge into further applications, so some of the traditional methods are incapable of dealing with the data, at this time it would require effective ways to deal with these large amounts of data. Rough set theory was mentioned by the scientist Z. Pawlak of Poland in 1982, which is a mathematical tool to deal with fuzzy and uncertain knowledge; it has been successfully applied into machines learning, pattern recognition, data mining and other fields. To use of rough set theory for data mining and the extraction rules of the knowledge, the most important point is that based on the attribute reduction and rule extraction algorithms of rough set. Through the operation of the reduction, to reduce the dimension of the attributes and extract the decision-making knowledge to support the rules of the knowledge, which are one of the most important applications of the rough set theory.At the same time, the domestic engineering cost is mainly the Bill of Quantities and the budget based on the quota, which has the merit of the detailed calculation, but there are still some drawbacks: for example, the large calculating work, the low rate of the accurate calculation and the large number of engineering data work can not be fully utilized. As a result, to find a engineering cost which is not only meet the computing demands of accuracy, effective control of investment projects as well as use the done work but also save time and simplify the workload is the urgent current problems which needed to be resolved. This article discusses these problems and the reasons in the engineering cost calculation of our country; and then through a lot of analysis, research work which done in Bill of Quantities and taking into account of the research results which done by the experts and scholars of foreign on the significant cost and rough set theory. Taking the cost of highway construction projects to calculate and verify the CS theory and the models of CSIs, application of rough set theory raised the screening accuracy of the significant factors. Though applying CSIs not only saving time, simplifying the workload, but also play an effective role on the control of the new construction investment cost calculation, it also has important inspiration and practical significance in the engineering cost; the application of rough set theory raised significant factor picking accuracy, and simplified calculation of the workload.
