| Development zones, as the first zones of reform and opening and regional engine of economic growth, of which combined effect, demonstration effect and scale effect has become an important regional power that drives regional economic development and enhances regional competitiveness.In recent years, construction of development zones in Jilin province and regional economic development has made remarkable achievements, accelerating the economic development and promoting the revitalization of old industrial bases. However, it is still a long way to go. In general, development zones in Jilin province can not fully meet the requirements of the province's economic and social development. There are many problems that is primarily in the planning, the irrational input-output structure of industrial land, lacking of innovation and imperfect land management. Based on this background, from the perspective of intensive evaluation, the paper studies on the efficiency for land-use of development zones to regional economic and social development in Jilin province. It can not only acquire the coordination of economic and social development between development zones and region, and the situation of land-use, but also provide the effective decision-making tools for the relevant government departments, land management and planning departments. It is of great practical significance to advance the transformation of land use mode of development zones in Jilin province, to enhance the land-use efficiency of development zones, to promote the regional economic structure adjustment, and to accelerate the regional economic development and urban process.Based on data envelopment analysis (DEA), from the nine city(state) of Jilin province, the paper selects Changchun, Jilin, Siping, Liaoyuan, Baicheng, Baishan and Yanbian seven areas as DMU, then selects 23 typical samples from the seven areas. Intensive land-use evaluation indicator system for the input, regional economic and social development for the output, establishing land-use situation of development zone—regional economic benefits, land-use situation of development zone—regional social benefits, land benefits of development zone—regional economic benefits, land benefits—regional social benefits, management performance of development zone—regional economic benefits, management performance of development zone-regional social benefits six evaluation models, analyzing the results of evaluation, summarizing the problems and providing the measures and suggestions.The results show that:(1) only the valid values of Changchun is 1 among seven DMU in Jilin province, namely the intensive land-use of development zones in Changchun is valid for the regional economic and social development, while the other six areas are invalid in different degree. Among them, Liaoyuan, Baishan and Yanbian is 3 times valid, Jilin 2 times valid, and Siping and Baicheng is only 1 time; (2) among six models, Changchun is 6 times valid; Jilin is 2 times valid,1 time scale increasing,3 times scale decreasing; Siping is ltime valid,1 time scale increasing,4 times scale decreasing; Baicheng is 1 time valid,4 times scale increasing and 1 time scale decreasing; Liaoyuan is 3 times valid,2 times scale increasing,1 time scale decreasing; (3) it is generally not high that the validity of intensive land-use of development zones in Jilin province to regional economic and social development. The development of development zones can not rely on expanding the land, revenue can not be simply transfer payments as main sources, but rely on the mechanism of the land-use and industrial structure between development zones and areas; (4) there are some regional differences in land-use of development zones in Jilin province, development zones developing off balance. Because of the difference of economic and social backgrounds, Changchun and Jilin has obvious advantages. Development zones should be based on the regional level of current contribution rate, determining the scale of land-use in a certain range of growth rate. (5) DEA method can be applied to this study. This paper classifies the input and output indicators to establish six models to evaluate and then combines all the results to get the final result. This way can overcome the shortcomings that the indicators of DEA method are too complex to operate easily and the affected accuracy. |
