Analysis Of Japan's Environmental Policies

Human now is facing more and more complicated environmental problems as the world economy developes.In China,whose economy is on a flight,environmental problems inevitably occured.Since 1970s,as the economic system reforming,it has been remaining rapid developing,which made environmental problems more complicated.The contradiction of envrionment and economy became more and more serious.In some degree it even restricted the developing of economy.However,our country's environmental policies still have some defects,and that would need to be improved by learning from environmental advanced countries.This thesis put environmental economics,ecological economics and political economics into use,and then try to get inspirations for our country's environmental policies.Japan has a small nation surface area but a big population,which lead to a shortage of resouce.Therefore,Japan once suffered from severe environmental problems while its economy devoloped rapidly.However,in some short time,Japan turn itself to a advanced country in environmental conservation.As its neighbour,China is now in a wave of high speed economic growth.In case to avoid Japan's mistakes and then make our society develop better and faster,analysing Japan's environmental policies would make a big sense.This paper starts from the evolution of Japan's environmental policies,which paragraphs it into four phases: end-of-pipe treatment, environmental conservation,coping with international problems and the phase of economy and environmental's paiallel.Then base on the analysis of the content and result of Japan's environmental policies,it get inspirations for our country's environmental policies in six aspects.Japan has reached a great achivement from the perspective of Japan's economic development and environmental management.For the processing of environmental pollution,advanced technology is adopted to control pollution in Japan, but an important means of environmental policies in Japan and the system reform of the effective management for pollution shall have play a more direct, and essential role in Japan.So understanding of environmental policies and its profound meaning of environmental pollution treatment has a guiding significance for our country's current environmental policies.There are alreay some results of Japan's environmental policies'analysis, however, many of them is about the earlier days.This paper tries to analyse some new situations under the new background in the new era,so as to make it more realistic.However, restricted by mastery of the material and my ability, environmental economics and environmental policies have not yet been analysed enough.At the mean time, there are differences in culture, social system, economic and social development stage and even geographic and climatic conditions and also in nature reserves between China and Japan. So to what extent the experiences of Japan's environmental policies has revelation practical significance to China is not very clear, still need further researches.
