The process of Chinese reform and opening up has been more than 30 years, foreign direct investment poured into China with rapid development and had play an important role in Chinese economy. At the same time, Chinese industrial structure is also being carried out with periodic turning point, for our country, how to optimize the industrial structure, timely adjustment and upgrading the industrial structure is the focus of our economic problems currently.In 2008, the financial crisis triggered by the American financial turmoil sweeping the whole world, which shock the international financial market, and gradually spread to the real economy, leading to slower growth in the world economy as a whole significantly, the strategic goal of international investment and industrial distribution of profound changes have been taken place. Domestically, China is in the critical period of"Eleventh Five-Year Plan", the reforms are being deepened, in order to address the financial crisis on the impact of Chinese economy, China has successively promulgated the"capital growth, expand domestic and demand structure"guidelines, the State Council issued the top ten industrial restructuring and revitalization plan, the restructuring and revitalization combed both the difficulties and constraints solving long-term development of the deep-rooted problems, and emphasis on the structural adjustment on the role of industrial revitalization. In this new international and domestic situation, the analysis of FDI impact on Chinese industrial structure is of great practical significance to the optimization of policies and to fully utilize FDI favorable conditions, confines the disadvantageous factors, to help Chinese economy transfer"crises"to the"opportunities"and to realize rapid and sound economic development.In the first part, it describes the research background of this article and introduces the theory of foreign direct investment and industrial structure, both domestic and international perspective from the previous comments made by many scholars in this field study were given, and make a brief analysis to my lack of research on this issue as well as the novelty view.The second part is mainly introduced the changes and development of foreign investment in industrial structure in China. First of all, the description of the FDI in Chinese development stage had been introduced, with the current financial crisis on their movements and the predictive analysis; secondly, from the industrial point of view, it analyzes the present situation and problems. Further more, through the first two parts of the bedding, leads one of the priorities discussed in this article, which need to be introduced, the distribution of FDI in the three industries is: very low proportion of primary industry, FDI in secondary industry had the largest share, and bring a tilt prominent to the manufacturing, the rapid development of tertiary industry FDI, but the gap of the development between the internal trade is large. Then it discusses the influence of the financial crisis, this constituted the impact suffered by the proportion of situations in which investment companies reduced the number, but the actual use keep growing. Secondary industry is the largest concentration of FDI which most affected during the financial crisis.The third part makes an analysis from the developed countries'point of view to explain the impact in current financial crisis. The majority multinational companies choose to reduce investment; more than thirty percent multinational companies hold that it has had a greater negative impact on FDI in the current financial crisis. The market prospects decreased over the same period, the multinational companies showed a more cautious attitude with the further investment plans. It also analyzed the reasons for reduction in investment: to avoid risk, reduce costs.The fourth part is the main part of this article, it make analysis from both positive and negative perspective of the impact of FDI on the Chinese industrial structure. From a positive perspective, FDI contributed to the upgrading of Chinese industrial structure, promote the development of Chinese leading industry, promoting the development of Chinese industrial technology; but every coin has two sides, FDI on Chinese industrial structure from the negative impact is not to be ignored: the structural tilt of FDI in China has increased the gap between the level of development between the three industries, FDI in the selected direction of investment of foreign capital with the goal of our existence dislocation, FDI lead to monopoly in Chinese market, technical control is not conducive to Chinese industrial development.The last part of this article try to resolve this contradiction with the specific measures: enhance the quality of foreign investment, to eliminate the blind are concerned about economic interests of foreign capital led, we should change thinking, make a comprehensive analysis to integrate environmental, cultural consideration of other factors and conducted to eliminate the previous simple pursuit of foreign direct investment in the scale of the number of the blind expansion of foreign capital phenomenon; the Government should perfect the relevant laws and measures to improve the policy environment for FDI, we should formulate clear and specific rules to depend on the law system to regulate foreign mergers and acquisitions, In general, it should promote the development of primary industry, secondary industry to improve the quality of the introduction of foreign capital, regulatory capital allocation in the tertiary industry; actively promote the use of FDI in China its own technical improvements to the investment in high-tech industry may apply special offers, our own point of view should also improve their independent innovation capability.
