Shiyang River Basin is one of the three inland basins in arid desert in Hexi District of China. The water resources is in serious shortage in this basin, and the water in producing use take up of the ecology use, and the water structure is unbalanced in that regional, and the efficiency of the water use is very Inadequate and the pollution is very serious to the river, all of these are serious constraint the current socio-economic development of Shiyang River Basin. At present, the studies on the Shiyang River Basin water resources management studies have focused on building management systems, distribution management functions, allocation of water rights almost based on qualitative methods, which neglected the effectiveness evaluation on their own management. On currently, the management effectiveness evaluation is mostly based on the Delphi method, AHP and other single-output model, which lack of relative evaluation on the efficiency of Shiyang River Basin Management decided by the continuity characteristics of management. DEA methods which focus on solving multiple-input multiple-output problems and doing the relative effective evaluation could provide the scientific quantitative analysis on water resources management in Shiyang River Basin.The Papers begin with the quantitative assessment of effectiveness management for the water resources of river basin. Firstly, selection a comprehensive index system, and then using factor analysis for a factor reduction, then build an efficiency evaluation system for the management of river basin. On the ideas of relative effectiveness evaluation of DEA, this Paper has an empirical study on the management effectiveness of water resources of Shiyang River Basin, and pointed out that the unit volume of groundwater for irrigation of farmland, the proportion of the secondary industrial sewage discharge, and the volume of living water consumption are the main factor, and the adjustment of water supply structures, improving the water supply conditions, increasing the awareness of the residents,enhancing the policy initiative and so on are Effective method. This study will help improve the management efficiency of Shiyang River, and provide a scientific reference to river basin water resource management.
