With the development of world economy and shipping industry, China's port throughput has increased largely, this puts forward higher requirements on quantity and quality of port machinery. The port's structure and its technology are getting more and more complex and with port machinery towards upsizing, serialization, high-speeding and automation. China's port machinery manufacturing industry is facing the market circumstance of the diversification demand of customer and single piece or small batch production and high production costs and relatively long manufacturing cycle and the higher demand of delivery of time. With the increasingly fierce market competition environment, carrying out the scientific project management on products and researching the time-cost optimization technology have great practical meaning.This paper firstly introduces the research purpose and meaning; overviews the theory of domestic and international project management, especially the application status of network plan and intelligent algorithm in the field of project management.Secondly, this paper describes the project management optimization theory, further focuses on network optimization and its application theory, Including the basic principles of network planning technique, composition and development; describes the basic principles of the differential evolution algorithm that adopted in the paper in detail, and describes differential evolution algorithm and its advantages compared to other algorithms; proposes Research approach to the time-cost optimization that based on PERT network and differential evolution algorithm.Thirdly, because of the application of many projects in the process of production and the project have many processes, these processes connect and restrict with each other, so, if we want to guarantee the projects according with contract requirements, we must make some plans and do some Coordination jobs. However, the projects need some measures such as rush or outsourcing because of the limit of resources, and its cost will substantially increase at the same time. This paper researches time-cost optimization technology for rush that how to make the rush cost minimization with the duration of the projects is identified. highlights the process of establishing the project's model from the characteristics of the machinery project; in the modeling process, establishes and solves the optimization models that considered from the two aspects that the project's critical path both change and remain the same, and uses the "closed circle theory" in the model that the project's critical path remain the same; and then proposes the suggestion that solve the models based on 1stopt.Finally, the paper tests and verifies the models'effectiveness and feasibility by the two examples based on the models that the project's critical paths change or remain the same.
