For the Ministry of Agriculture released ten agriculture and rural energy-saving emission reduction technologies in October 2007, including comprehensive development and utilization of biomass energy technologies such as animal manure, straw, energy crops; solar energy, wind energy, hydropower and other natural energy developed technology; rural sewage treatment technology; chemical fertilizers, pesticides saving using and pollution prevention technologies, and planed to promote the use of nationwide. This paper presents how to choose the applicable comprehensive utilization of biogas technology according to the development features and the status of energy-saving emission reduction of the Agriculture and rural in Fujian and accelerate comprehensive utilization of biogas technology in the Fujian's agriculture and rural areas which is the problem we need to solve urgently.This paper is based on the collection of relevant information, to conduct field research, choose Yong'an,Shaxian,Xinluo,Wuping, four typical regions for the investigation of points.By questionnaire surveying 60 farmers, 43farm-scale and interviewing the experts of Fujian Agricultural Energy Extension Station, the paper got the first-hand information and data, and by theoretical analysis and research, the paper got its basic content and ideas.The main thesis include: First, through the collection of statistics and field surveys, statistical analysis with conventional statistical analysis software SPSS statistical analysis, the paper master popularization and application dynamic of Fujian Agriculture and Rural emissions reduction and comprehensive utilization of biogas technology. Second, as the comprehensive utilization of biogas technology as an example, the paper analysis the main factors of famers in Fujian option the comprehensive utilization of biogas technology with principal component analysis and logit regression model; the paper analysis the main factors of large-scale farms in Fujian option the comprehensive utilization of biogas technology with principal component analysis and multiple linear regression model. Third, through analysis and drawing on circular economy indicators and related industries the technical and economic evaluation index system, combined with the characteristics of the comprehensive utilization of biogas technology in Fujian, building the applicability of the corresponding evaluation index system. Fourth, applying the evaluation index system to comprehensive utilization of biogas technology, for example, the paper evaluats the applicability of the comprehensive utilization of biogas technology using in the nine cities in Fujian Province with AHP and fuzzy comprehensive evaluation, so determines the regions priorities to promote. Fifth, making the comprehensive utilization of biogas technology promotion programs for the focus applicable regions, and makeing relevant policy recommendations, so that other agricultural and rual energy-saving emission reduction technologies can use it for reference.The results of surveys and studies show that:First, Fujian Rural garbage and sewage treatment rate is not high, gas utility rate is low, and there is a great water-saving irrigation space, plastic, pesticide, fertilizer use increased year by year, agricultural production and daily life caused by environmental pollution are increasing. A major agricultural and rural energy-saving emission reduction technologies in Fujian include comprehensive utilization of biogas technology, agricultural water-saving irrigation techniques, no-tillage cultivation, crop rotation in modern technology, and there is still much room for the promotion of these technologies to be popularized. Second,the main factors of the farmers option the comprehensive utilization of biogas technology options to farmers the main factors are the scale of agricultural operations, the awareness for agricultural pollution control levels, government financial subsidies, the amount of farm household energy consumption. The main factors of the lager-scale farm option the comprehensive utilization of biogas technology are the scale of farming and breeding experience. Third, building a index system which include resource outputs, resource input, resource reduction, resource recycling, the level of technical requirements and the level of technology maturity of supply market such as six layers of in dicators and evaluating the applicability of the comprehensive utilization of biogas technology in nine places in Fujian Province, on the years of 2005-2007. The conclusion is that the applicability of the comprehensive utilization of biogas technology in nine cities is growing year by year ,which show that the technology is constantly promoted and the agricultural cycle of economic levels has been increasing. nine cities are suitable for gas utilization technologies, particularly Zhangzhou, Longyan are better. Forth, select Longyan, Sanming, Fuzhou, Zhangzhou, Quanzhou, and other five key areas to promote, according to the blue waterfront industrial zone, green industrial belt of northwestern Fujian, high-priority agricultural industry of southeast Fujian with the characteristics of local conditions, building a number of a distinctive "pig - marsh - fruit, forestry, vegetables, flowers, tea, bacteria, fish" and other ecological model of marsh gas, biogas technology market and service network, by strengthening the organization and leadership, information dissemination, technology demonstrations, financial support , personnel training, services guidance, supervision and inspection work measures , combining biogas construction with fruits, vegetables, flowers, tea, edible and so on green high-value industries and blue high value-added aquaculture industry development and combining eco-tourism agriculture with tourism to extend the industrial chain from agriculture to services, to promote ecological agriculture construction with biogas as a link , to play the benefits of economic, social and ecological of biogas. At the same time according to the previous study made the policy recommendations include to promote rural biogas industry-related technology research, to strengthen the building of biogas service system, to increase efforts to the policy incentives, and to promote large-scale agricultural operations, to promote pollution-free products, organic food consumption-led to promote gas utilization technology. |
