R&D (research and development) is one of the sources of multinational to maintain and expand competitive advantage. With the development of globalization and increased competition, multinational start to cooperate with enterprises, research institutions or establish R&D Center directly in the host country to conduct R&D investment.China, for example, multinational conduct R&D based on global strategy. It can avoid some R& D risks, seize the Chinese market share, improve corporate image. On the other hand, the large number of high-quality, low-pay technical staff, the preferential policies provided by government, the continuing market openness and the innovation environment also contributed to the continuous improvement of R&D investment in china. For now, multinational conduct R&D investment in China has some features. It has geographic concentration and industry concentration; the cooperation with universities and research institutes more than enterprises; prefer to establish wholly-owned R&D center; most of the study are applied research aimed at China.Multinational conduct R&D investment in china affects the development of Chinese enterprises through demonstration-imitation effect, competitive effect, correlation effect, the training-mobility effect, etc. In this paper, I choose high-tech industries as a sample, through establish Douglas production function form, use Solow residual value method to measure the technological spillover effect of multinational conducting R&D investment in china. From the empirical results we can see:the technological spillover effect of multinational conducting R&D investment in china is small, the technology innovation of Chinese enterprises attribute to themselves mostly. In addition, the Chinese competition in the market hinder the spillover effect to some extent, while the technological gap between China and the transnational corporations play a not significant role to spillover effect.
